Non-Gujaratis were targeted and hate messages circulated against them on social media after a native of Bihar was arrested for allegedly raping the toddler on September 28.
The cops cannot be part of any groups or forums that are formed with intentions to promote or agitate for a cause of a religion, caste, creed or sub-caste, it said.
'Police officers have to meet Dalits and other communities, find out about issues that could lead to law and order problems.'
The incident prompted National Commission for Women to set up an inquiry committee which will meet the students who were forced to strip. A girl alleged that the principal of the institute blackmailed and forced them to withdraw the complaint.
